Abstract

Adoption of Information Communication Technology (ICT) has already proven its relevance for most of the sectors in the economy. Be it education, health care, banking, transportation, entertainment, commerce, or industries in general, are heavily dependent on ICT and realizing its benefits to its fullest. Agriculture, especially in developing or in undeveloped countries are among the outliers, and this sector is still lagging in adoption of ICT with significant margins and smart agriculture techniques are still not finding its way in Indian agriculture sector. This lack of ICT adoption in agriculture is resulting in form of missed opportunity for this sector. Various researches have already worked upon this subject and factors like lack of IT infrastructure, internet availability, literacy, IT literacy, language barriers and no perceived economic benefit have been cited as the key reason for this poor ICT adoption, especially in context of Indian agriculture. This paper will focus on a slightly different dimension of the reasons for poor ICT adoption in Indian context. This is around evaluation of value proposition offered to farmers by ICT resources, especially websites and mobile applications commissioned by state and central governments for the farmers of India. It will also be interested to explore if data sciences can be utilized for the purpose of understanding the precise requirements of farmers so that fit for the purpose and the smart agriculture solutions can be produced.
